You will be confronted by extremely dangerous stormhawks, who throw explosive barrels at you activating other explosives within the area. The best way to approach them is at a slow pace to lure them out of their barrel toss so you are able to fight them without worrying about getting blown up. Be patient and watch out for their unpredictable swooping attacks prior to guards counter. Go around and go to that dead end at the back of the stairs . You will see a Smithing Stone [2] (beware yet another attack by a stormhawk) Then follow the path towards the left, through one final stormhawk to reach Rampart Tower Spot of Grace. You can return to the rampart where you can see the stormhawks who are throwing barrels of sand and find the balcony that looks out over the ocean. Take a look down from the edge and you will see a platform beneath that you can slide down to.
